Cempball-Welch Energy Arms Ltd. agreed to make a limited version of their powerful 1/P plasma pistols in association with the assigned authorities on Calypso. It was intended as gifts to exceptionally brave colonists wha had proved themselves in battle against the robot invaders. Unfortunately the shipment of manually modified plasma pistols never reached its intended destination and the cargo was lost. Even so these powerful pistols find other ways to reach the hands of the most worthy colonists.
Even being a Cempball-Welch Plasma pistol, this weapon is identical to the EWE handguns.
The Durability rating on this P-3 is non-existant in the item description instead of having 'Good' as the Durability rating on the normal P-3. There is only one of this gun known to exist. The owner claims the decay of this gun is so low that it is considered to be negligible. See here for more details.
